Interpretation | "Guidelines for the Prevention and Control of the COVID-19 Epidemic of Meat Processing Enterprises"

Recently, Germany, Britain, US and some other European meat processing enterprises have appeared in the COVID-19 clusters of outbreaks. Slaughtering, segmentation, storage, packaging and other workplaces are mostly crowded enclosed environment of low temperature, which has a big virus spread risk. In order to scientifically guide meat processing enterprises to do a good job in the prevention and control of COVID-19, and to improve the prevention and control awareness and prevention capabilities of meat processing enterprises in a targeted manner, the "Guidelines for the Prevention and Control of the COVID-19 Epidemic of Meat Processing Enterprises" (hereinafter referred to as the "Guideline") is issued. The "Guideline" proposes specific measures to further strengthen the prevention and control of the COVID-19 epidemic in meat processing enterprises from five aspects. 1. In terms of organizational guarantees and systems, it is necessary to strengthen organization and leadership, implement main responsibilities, and do a good job in guaranteeing epidemic prevention and control materials. 2. In terms of personnel management and control, it is necessary to establish a health card system for employees on duty, strengthen daily health monitoring of employees and registration and management of outsiders. At the same time, promote prevention and control knowledge and strengthen self-protection awareness. 3. To control the source of poultry and livestock meat in terms of key links and key locations, strengthen ventilation, and implement various key locations such as breeding workshops, slaughter workshops, meat cutting workshops, packaging workshops, cold storage, and laboratories. Items of protective measures require that the prevention and control of public areas such as meeting rooms, restaurants, and dormitories should be done well. Regular nucleic acid monitoring of environmental samples should be carried out. 4. In terms of personal protection, personal protective equipment should be allocated to the job requirements of inspection and quarantine personnel, including slaughter staff, division processing staff, by-product handling staff, low temperature environment staff and peripheral staff. 5. In terms of handling and reporting abnormal situations, employees who have positive nucleic acid test samples and abnormal situations should take emergency measures in a timely manner. Interpretation of the Use of “National Food Safety Standards Food Product Standards”

The article interprets the publication and implementation date of the standard in the national food safety standard, the main content and application of the standard. Food safety standards are the only mandatory food standards. Among them, food product standards generally stipulate product raw materials, processes, technologies and other requirements. Certain products have special characteristics, such as the presence of other hazardous substances or intrinsic quality indicators, and corresponding limits and other necessary technical requirements will also be established in the safety standards. So far, there are 80 food product standards in Chinese national food safety standards. The release and implementation date, scope, terminology and definitions, and technical requirements of the standard have been applied to production control, packaging labeling, product classification, and random inspection in daily applications are essential. In order to make good use of product standards, it is necessary to systematically understand and master the key content of the standard, understand food classification, process, special remarks, sample pretreatment, label identification, etc., and link with other standards. Interpretation|China’s first standard for dairy permeate powders

National Health Commission of the People’s Republic of China has published Notice on publishing the applicable standard for dairy permeate powders (provisional) (hereinafter referred to as Standard (provisional)) on 15th May, 2020. The Standard (provisional) is the first national food safety standard established for dairy permeate powders. Foodmate hereby interpret this standard from two perspectives: standard establishment background and the comparison of China’s standard and foreign corresponding standards.    1. Establishment background Ministry of Finance of the People’s Republic of China published Economic and Trade Agreement between the Government of the People’s Republic of China and the Government of the United States (hereinafter referred to as Agreement) on 16th January, 2020. Of which, Annex 2 (Dairy and infant formula), part 2 (h) has stipulated that China should complete approval for American diary permeate powders, allow the import of American dairy permeate powders within 60 working days after the Agreement coming into force. In addition, China should also report corresponding standard of such product to WHO if it is established. As a result, establishing product standards for diary permeate powders has been put on the schedule since then. National Health Commission seek public opinions on diary permeate powders that be regulated as imported food without current standard on March, 2020 and has published standard (provisional) on 15th May, 2020 to further improve standard system for dairy and dairy products in China. 2. Comparison of China’s Standard and Foreign corresponding Standards Diary permeate powders are, (from cow milk or whey) produced by removal of whey protein or milk protein resulting in a product with high concentration of lactose and minerals. Removal process is accomplished by membrane filtration (e.g., ultrafiltration) or other technology (e.g., ion exchange). The major components of diary permeate powders are similar to whey powder, but with higher content of lactose. China established standard (provisional) by referring to the following standards: Dairy permeate standard of ADPI, Dairy permeate powders of CAC (CXS 331-2017) and corresponding National food safety standards of China. However, the source, physical and chemical parameters, contaminant limits and mycotoxin limits are different from standards established by foreign countries and organisations because of different testing and sampling methods. 3. Summary Standard (provisional) fills in the blank of standards for diary permeate powders. Meanwhile, diary permeate powders can be widely used in bakery or beverage industry as it contains high content of lactose and minerals. Standard (provisional) will effectively promote the use of dairy permeate powders as raw materials, increasing the diversity of food raw materials and the further development of China’s food industry . Do you recognize the impact of the Sino-US economic and trade agreement on infant formula imports?

At the beginning of the New Year in 2020, Washington time on January 15, China and the U.S. signed the first phase of economic and trade agreement (hereinafter referred to as “The Agreement”) (full text of The Agreement), once released quickly on to the front page of major websites. At present, the imported infant formula allowed to be sold in China through general trade must finish the registration of facilities in General Administration of Custom (GACC) and the registration of product formulation in State Administration for Market Regulation (SAMR), which are two independent registration systems. However, signing of this Agreement will change the current situation. After thorough study and comparison, the registration department of FOODMATE highlighted and interpreted few key points appeared in The Agreement, for your reference.  1.  U.S. dairy imports only need to meet the following two requirements: (a) The facility is on the list of USFDA; (b) with a dairy sanitary certificate of AMS.   Original text:  2. The difficulty and duration of facility registration are greatly reduced China will register the facilities within 20 working days after receiving the updated list from USFDA. The required materials and the difficulty of auditing for facility registration will be significantly reduced when compared. In addition, the time limit is also clearly stated sa 20 working days. Original text:  3. Cut the time duration of infant formula registration by half (a) China will take into full consideration section 412 of 21 U.S.C. § 350a, when reviewing the registration of US infant formula; b) upon entry into force of the Agreement, the time duration of infant formula registration set out in the Administrative Measures for Product Formulation Registration of Infants and Young Children Formula Milk Powder (hereinafter referred to as the “Registration Measures”) will be greatly shortened to 105 working days. Comparison of registration time in The Agreement and Registration Measures (c) In The Agreement, the time duration is clearly listed step by step. And during technical review, inspecting, sampling and testing, China will consider the USFDA’ decisions on product compliance. While, in Registration Measures, the time duration between the correction of information and on-site verification is not clearly stated, which depends on the actual situation of overseas manufacturers. Original text:  4. Infant formula product registration helps facility registration After the infant formula is registered, USFDA provides the list of the facility producing the corresponding infant formula to China, and the facility registration will be approved within 20 working days. Within a week of the agreement's entry into force, China will grant facility registration to a factory whose products have been approved in China. Prior to The Agreement, the overseas facility registration is completely independent of infant formula product registration, the approval time of facility registration is relatively long and uncontrollable. Original text:  5. No longer require renewal of registration The validity period of the U.S. facility registration and infant formula product registration will not be subject to the relevant Registration Measures. Original text:  6. On-site inspecting is not a pre-requisite for facility registration The Agreement makes it clear that on-site verification is not a must when U.S. infant milk manufacturers or and dairy products manufacturers are going to be registered in China. This is consistent with the relevant contents of the Regulations on the Registration and Administration of Overseas manufacturers of imported Food (Draft) recently issued by the GACC. If China needs to conduct audits and inspections for dairy products and infant formula, China will notify the USFDA, the USDA and the facility at least 20 working days in advance. Original text:  Currently, 6 U.S. infant formula plants are registered in China (including 4 milk powder plants and 2 liquid milk plants), of which only Maple Island Inc. (approval number: 2122612) obtained the formulation approval of infant formula (brand: Baby's Only). In conclusion, this Agreement will facilitate the import of U.S. dairy products to China, not only greatly shortening the time for U.S. facility registration and product registration, but also linking the two independently managed systems. With respect to infant formula, Infant formula product registration supports the facility registration and will speed up the registration process in China.    Reference: Regulations on Registration Administration of Overseas Manufacturers of imported Food (General Order No. 145) (2012-03-22) (revised in 2018) Administrative Measures for Product Formulation Registration of Infants and Young Children Formula Milk Powder (Order No. 26 of China Food and Drug Administration) Annex 2.
