1.Announcement of National Health and Family Planning Commission about approving 6 new varieties of food related product including 3-Aminopropyltriethoxysilane On March 12th, National Health and Family Planning Commission issued an announcement about approving 6 new varieties of food related product including 3-Aminopropyltriethoxysilane. Related additives were as follows: a new additive, an additive with expanded usable range or amount, 3 new varieties of resin and a resin with with expanded usable range or amount for food contact materials & articles.   2.Announcement of Certification and Accreditation Administration about issuing green product certification mark On March 26th, 2018, Certification and Accreditation Administration issued an announcement about green product certification mark. Style of green product certification mark was confirmed including basic mark and deformation mark. Specific requirements for use of green product certification mark should be stipulated in implementation plan or certification rules by combining actual needs for construction of green product certification system    3.Reply of China Food and Drug Administration about expiration of registered certificate during review of continued registration of health food On March 21st, 2018, China Food and Drug Administration issued a reply about expiration of registered certificate during review of continued registration of health food. For those applying for continued registration 6 months before expiration of registered certificate for health food, circumstances stipulated in Item 13 and 18 of Section 3.12.3 of “Detailed rules for examination and approval of health food registration (2016 edition)” did not exist, and before China Food and Drug Administration’s decision on whether or not to approve the registration, the original registration certificate continued to be valid.

Office of the State Council issued plan of legislation in 2018 On March 2nd, 2018, Office of the State Council issued plan of legislation in 2018 including “Rules for implementation of food safety law” drafted by China Food and Drug Administration and deliberated by Standing Committee of the National People's Congress. China National Center for Food Safety Risk Assessment solicited opinions on the new food additive Sodium formate On March 14th, China National Center for Food Safety Risk Assessment solicited opinions on expanding usable range of sodium formate as a processing aid of fermentation nutrients used in fermentation technology for dairy and soy products, etc. Opinions should be submitted before April 13th, 2018. Certification and Accreditation Administration issued plan of legislation in 2018 On March 13th, 2018, Certification and Accreditation Administration issued plan of legislation in 2018. Thereinto, draft for review of “Provisions for administration of registration of foreign manufacturing enterprises of imported food” was submitted to General Administration of Quality Supervision, Inspection and Quarantine and relevant departments strived to complete legislation of the regulation in 2018. Xinhua News Agency was authorized to issue explanation of plan for institutional reform of the State Council On March 13th, State Councilor Wang Yong explained plan for institutional reform of the State Council on the 1st Session of the 13th National People's Congress. Plans regarding food supervision were as follows: China Food and Market Supervision and Administration would be established, State Administration for Industry & Commerce, General Administration of Quality Supervision, Inspection and Quarantine and China Food and Drug Administration (AQSIQ) would be canceled, and inspection and quarantine duties and team of AQSIQ were incorporated into General Administration of Customs. The final scheme should be approved by National People's Congress.

National Health and Family Planning Commission solicited opinions on 3 national food safety standards including “Food nutrition reinforcement Phytonadione” (exposure draft) On December 12th, National Health and Family Planning Commission issued exposure draft of 3 national food safety standards including “National food safety standard Food nutrition reinforcement Phytonadione”, “National food safety standard Food nutrition reinforcement Choline bitartrate crystalline” and “National food safety standard Food nutrition reinforcement Sodium chloride”, opinions should be submitted before February 28th, 2018. Letter of National Health and Family Planning Commission about notifying standard applicable to linseed On December 21st, 2017, National Health and Family Planning Commission notified standard applicable to linseed, “National food safety standard Roasted nuts and seeds” (GB 19300-2014). Meanwhile, consumer tips such as “edible after being cooked” should be labeled. China Food and Drug Administration issued 6 food supplementary inspection methods including “Determination of 59 compounds including acetaminophen in beverage, tea and related products” On December 18th, China Food and Drug Administration issued 6 food supplementary inspection methods including “Determination of 59 compounds including acetaminophen in beverage, tea and related products”, “Determination of 18 compounds including diflunisal in beverage, tea and related products”, “Determination of Basic orange 2 in bean products”, “Determination of 9 lipid-soluble vitamins in health food”, “Determination of 9 water-soluble vitamins in health food” and “Determination of 9 mineral elements in health food” National Health and Family Planning Commission issued “Announcement about approving the new food nutrition reinforcement 6S-5-calcium methylenetetrahydrofolate and expanding usable range of 8 varieties of food additives including nitrogen” On December 22nd, 2017, National Health and Family Planning Commission issued “Announcement about approving the new food nutrition reinforcement 6S-5-calcium methylenetetrahydrofolate and expanding usable range of 8 varieties of food additives including nitrogen”. Thereinto, 8 varieties of food additives were as follows: nitrogen, monascus yellow, ascorbic acid , soluble soybean polysaccharides, stevioside, cochineal, annatto and paraffin” China Food and Drug Administration issued “Detailed rules for examination of beverage production license” On December 26th, China Food and Drug Administration issued “Detailed rules for examination of beverage production license” which should be implemented immediately, and the original edition was abolished.

Announcement of Ministry of Agriculture about issuing 20 standards including “Determination of oil content in oil plant Near infrared spectroscopy” On October 17th, 2017, Ministry of Agriculture issued Announcement No. 2589 about approving 20 standards including “Determination of oil content in oil plant Near infrared spectroscopy” as agricultural industry standards of the People's Republic of China, and these standards would be implemented on January 1st, 2018. General Administration of Quality Supervision, Inspection and Quarantine printed and distributed “Provisions for administration of procedures of entry-exit inspection and quarantine” On October 18th, 2017, General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) issued “Provisions for administration of procedures of entry-exit inspection and quarantine” and main contents of the provision were process steps, administration and supervision of the steps, sampling proportion and time limit, etc. The provisions would be implemented on November 1st, 2017 and the original edition stipulated in No. 386, 1999 of AQSIQ should be abolished at the scheduled time. Notice of Standardization Administration of the People's Republic of China about soliciting opinions on 555 national standard items to be approved including “Good manufacturing practice for starch - sugar production enterprises” On October 19th, 2017, Standardization Administration of the People's Republic of China (SAC) issued 555 national standard items to be approved including “Good manufacturing practice for starch - sugar production enterprises” regarding food and food contact materials and solicited public opinions. Opinions should be submitted before November 2nd, 2017.

National Health and Family Planning Commission of the People’s Republic of China issued to solicit public opinions on National food safety standard project plan in 2017 (exposure draft) According to the relevant provisions of the “Food Safety Law” and the “Measures for the administration of national food safety standard”, in order to do well in the formulation and revision of national food safety standards, we prepared the “National food safety standard project plan in 2017 (exposure draft)” after soliciting wide opinions from the society and consulting with relevant departments, China National Food Industry Association and China Consumers Association, and now solicit public opinions, the deadline for soliciting opinions is on October 15, 2017. Ministry of Agriculture solicited public opinions on the national food safety standards including maximum residue limits of pesticide and method for determination of pesticide residue, etc. According to the "Food Safety Law of the People's Republic of China", "Law of the People's Republic of China on Quality and Safety of Agricultural Products" and other relevant provisions, the Ministry of Agriculture organized to prepare the national food safety standards including "Maximum residue limits of 71 kinds of pesticide including abamectin in foods (exposure draft)", "Maximum residue limits of 59 kinds of pesticide including benzoenoxazole in foods (exposure draft)” and ”Determination of the residual amount of glufosinate in plant-derived foods Liquid chromatography-mass spectrometry (exposure draft)”, etc..
