CFDA issued detailed rules for examination of health food production license In order to standardizing examination of health food production license, urge enterprises to implement entity responsibility and guarantee quality safety of health food, CFDA formulated and issued detailed rules for examination of health food production license based on provisions of laws & regulations and technical standards such as “Food Safety Law of the People's Republic of China”, “Measures for administration of food production license”, “Measures for administration of registration and filing of health food”, “Good manufacturing practice for health food” and “General rules for examination of food production license”, which should be implemented on January 1st, 2017. CFDA solicited opinions on varieties, items and methods for food safety sampling inspection in 2017 In order to improve the effectiveness and targetability of food safety sampling inspection, CFDA organized & drafted plan for food safety sampling inspection in 2017, including varieties of sampling inspection, test item, laws & regulations, standards and test methods, etc. and solicited public opinions. Opinions should be submitted before December 23rd, 2016. CFDA solicited public opinions on “Opinions about administration of functional claim for health food (exposure draft)” In order to further standardize functional claim for health food and protect consumers' rights and interests, CFDA studied and drafted “Opinions about administration of functional claim for health food” (exposure draft) and 3 names and definitions including relieving visual fatigue, increasing immunity and antioxidant (exposure draft), and solicited public opinions. Opinions should be submitted before December 30th, 2016. Announcement of NHFPC about issuing 107 national food safety standards including "National food safety standard Maximum residue limits for pesticides in food" (GB 2763-2016), etc. (No. 16, 2016)     According to the provisions of “Food Safety Law of the People's Republic of China”, approved by evaluation committee for national food safety standards, the National Health and Family Planning Commission of PRC, Ministry of Agriculture, China Food and Drug Administration jointly issued 107 national food safety standards including the “National food safety standard Maximum residue limits for pesticides in food” (GB 2763-2016) etc. In addition to GB 2763-2016, 106 pesticide detection standards also were included. China Food and Drug Administration is soliciting public opinions on “Detailed rules for filing work of health food (2017 edition)” (exposure draft) In order to fully implement the requirements of the Food Safety Law of the People's Republic of China on the administration of health food filing, according to the relevant provisions of the “Administrative measures for the registration and filling of health food”, the China Food and Drug Administration has studied and drafted the “Detailed rules for filing work of health food (2017 edition)” (exposure draft) and solicit public opinions, the deadline of soliciting public opinions is February 28, 2017.       Notice of the General Office of Ministry of Agriculture about printing and distributing “2017 agricultural product quality and safety work points”       The website of Ministry of Agriculture published “2017 agricultural product quality and safety work points” on February 6, 2017. Work points proposed that the Ministry of Agriculture implements the “Work program of accelerating the improvement of China pesticide residue standard system (2015-2020)” in 2017, newly formulates 1000 pesticide residue standards, compiles “Work program of accelerating the improvement of China veterinary drug residue standard system (2017-2020)”, newly formulates 100 veterinary drug residue standards. The work points also listed other matters concerning the agricultural product quality and safety work.

State Council printed and distributed “13th five-year plan on national food safety” The State Council printed and distributed “13th five-year plan on national food safety” and proposed that there shall have obvious improvement in food safety management ability, food safety level, food industry development level and satisfaction of the masses by 2020. The “Plan” requires that by 2020 the food safety sampling inspection shall cover all food categories and varieties. The food inspection volume arranged and planned by state uniformly and organized and implemented by relevant departments in different regions reaches 4 per thousand people in every year. Food safety on-site inspection shall be strengthened comprehensively, professional inspection team shall be basically completed. Food safety standards shall be more perfected, food safety supervision and technical support ability has been significantly improved, more than 300 national food safety standards shall be formulated and revised and 6600 indicators of pesticide residue limit and 270 indicators of veterinary drug residue limit shall be formulated, revised, assessed and transformed.
